Snapping on the Timeline
Enable snapping so that the items on the Timeline are automatically snapped together and aligned:

The position marker snaps to the edges and intersections of clips and timeline markers when placed near them

Clips snap to each other when placed closely on the same track
-
Clips on different tracks align to each other's edges and intersections
Even with snapping enabled, you can still place clips freely without snapping them.Enabling and disabling snapping

on the toolbar to enable snapping. Click 
to disable it.
